Le Projet PAL est une PME dans le domaine agroindustriel. Dirigé par un ingénieur agronome et situé en Côte d'Ivoire dans la Région de Gagnoa (Sous-Préfecture de Sérihio). Le projet est implanté dans une nouvelle sous-préfecture. Cette localité offre plusieurs opportunités d’affaires. Le Projet PAL est producteur d'hévéa (20ha) et dispose de toute la chaine production de riz de qualité locale appelé: "LOBRE" et vulgairement nommé en Côte d'Ivoire de riz bété et très prisé. La sous-préfecture de Sérihio (département de Gagnoa) constitue un contexte favorable à l’implantation de la « mini rizerie ». En effet, cette sous-préfecture est caractérisée par son manque total d'investissement de cette nature. Dans ces conditions : - l’implantation d’une ligne semi-industrielle adaptée aux possibilités de production trouve sa place et concurrence sans difficulté le riz d’importation ; à condition : - de valoriser la préférence des consommateurs pour le riz local, pour une qualité d’usinage équivalente au riz d’importation; - de tirer partie de l’avantage géographique d’un usinage à 300 km du point d’entrée du riz d’importation (Abidjan), par une commercialisation orientée vers le Nord et les pays intérieurs de la sous-région ; - de plus, plusieurs emplois directs, 10 au moins, et indirects. Dans ce dernier cas, l’unité d’usinage (1000 kg/h) pourrait redistribuer un complément de gains de 34304€ à au moins 300 riziculteurs assurant l’approvisionnement annuel de la mini rizerie. Cela dégagera un gain annuel de 22869€ (première année) et 102912€ chaque année. Pour un pays sous développé dont le Smig est de 57€ , ce sont des gains importants.
